New lower price caps for mobile roaming from 1 July: data 36% cheaper; roaming in Croatia 15 times cheaper
(27 June 2013) From 1 July 2013, the European Union's Roaming Regulation will lower the price caps for data downloads by 36%, making it much cheaper to use maps, watch videos, check emails and update social networks while travelling across the EU.

Commission asks German telecoms regulator to lower mobile call rates
(27 June 2013) The European Commission has requested the German telecoms regulator (BNetzA) to amend or withdraw its plans which would result in German mobile termination rates (MTRs) more than 80% higher than in most other Member States. Termination rates are the rates telecoms networks charge each other to deliver calls between networks, and each operator has market power over access to customers on its own network. These costs are ultimately included in call prices paid by consumers and businesses.

European consumers are not getting broadband download speeds they are paying for
(26 June 2013) On average, they receive only 74% of the advertised headline speed they have paid for, according to a new European Commission study on fixed broadband performance.

Open standards would save public sector EUR 1 billion a year
(25 June 2013) The Commission today releases a new policy to help public authorities avoid dependence on a single ICT supplier. Following the recommendations in this new «against lock-in» approach could save the EU’s public sector more than EUR 1.1 billion a year. For example, open tendering procedures can attract increased numbers of bidders with better value bids (doubling the number of bidders typically lowers contract size by 9%).

New specific rules for consumers when telecoms personal data is lost or stolen in EU
(24 June 2013) The European Commission is putting into place new rules on what exactly telecoms operators and Internet Service Providers (ISPs) should do if their customers’ personal data is lost, stolen or otherwise compromised. The purpose of these «technical implementing measures» is to ensure all customers receive equivalent treatment across the EU in case of a data breach, and to ensure businesses can take a pan-EU approach to these problems if they operate in more than one country.
