Commission asks Court of Justice to fine Portugal over exclusion of companies from providing universal service
(24 January 2013) The European Commission has asked the European Court of Justice to impose a fine on Portugal because it has not respected a 2010 Court judgment requiring it to follow EU telecoms rules when deciding who should provide universal service in Portugal. The Commission is suggesting a lump sum of EUR  5 277.30 per day for the period between the 2010 judgement and eventual second Court ruling.

Commission takes Bulgaria to Court over assignment of digital terrestrial broadcasting authorisations
(24 January 2013) The European Commission has decided to refer Bulgaria to the EU’s Court of Justice over the assignment of digital broadcast spectrum. The Commission found that the procedure followed by Bulgaria was based on disproportionately restrictive award conditions, leading to the exclusion of potential candidates. This hampers competition in the future Bulgarian digital terrestrial television (DTT) infrastructure market, in breach of the applicable EU Directives on electronic communications.

Selection of Future Emerging Technologies (FET) flagship initiatives
(23 January 2013) On Monday 28th January at 11.15, Vice-President Neelie Kroes will give a short press conference to announce the two research projects chosen as winners of the FET (Future and Emerging Technologies) Flagships initiative, which will potentially benefit from up to one billion euros of EU funding each. These two initiatives were chosen from a shortlist of six by a panel of experts including leading scientists, professors, Nobel prize winners, and industrialists. The press conference will be immediately followed by a technical briefing.

(21 January 2013) The final report of the High Level Group on Media Freedom and Pluralism is now available. The report presents the findings and recommendations of the independent group chaired by the former President of Latvia, Professor Vaira Vike-Freiberga, with Professor Herta Daeubler-Gmelin, Professor Miguel Maduro and Mr Ben Hammersley.

Business and usage opportunities that are created by the Large Scale Pilot (LSP) projects for digital public services will be discussed. The event will give an insight on how to be active participants in the coming developments of new Pan-European cross border public services. Some of the topics that are going to be addressed are: What business opportunities exist for ICT industries under the new European Commission’s initiatives? What can we learn from LSPs past experience/results, especially concerning the promotion of the Digital Single Market? How can the ICT industry, through the facilitation of LSPs, contribute to economic growth within the EU?
