Putting patients in the driving seat: A digital future for healthcare
(7 December 2012) The European Commission has unveiled an action plan to address barriers to the full use of digital solutions in Europe’s healthcare systems.

Commission proposes rules to make government websites accessible for all
(3 December 2012) Over 100 million EU citizens would find it easier to use online public services to look for a job, register a car, submit a tax declaration and apply for a passport or driving license thanks to new rules proposed today by the European Commission on the International Day of People with Disability. The Commission’s proposal for a Directive on the accessibility of public sector bodies’ websites would introduce mandatory EU standardised accessibility features, from the end of 2015, for 12 types of websites. Mandatory accessibility would apply to essential government services like social security and health related services, job searches, university applications and issuing of personal documents and certificates. The proposed new rules would also clarify what web accessibility means (technical specs, methodology for assessment, reporting, bottom up testing), and governments would be encouraged to apply the rules across all services, not only the mandatory list.

Commission seeks BEREC opinion on draft Recommendation on consistent non-discrimination obligations and costing methodologies
(7 December 2012) Following public consultations on aspects of non-discrimination and cost methodologies for regulated wholesale network access in autumn 2011, on 12 July 2012 Vice President Kroes issued a policy statement on enhancing the broadband investment environment announcing future durable regulatory guidance in the form of a Commission Recommendation on these topics. At an extraordinary meeting of the Body of European Regulators in Electronic Communications (BEREC) in Brussels on 15 November 2012, agreement was reached on the importance of increasing current levels of infrastructure investment as a key response to the current economic and financial challenges facing Europe. On 5 December 2012, Vice President Kroes has formally sought the opinion of BEREC on a draft ‘Commission Recommendation on consistent non-discrimination obligations and costing methodologies to promote competition and enhance the broadband investment environment.’ This draft Recommendation is intended to express in concrete regulatory terms the policy orientations outlined on 12 July 2012.
