EVALUATIONS

1.      Building Support for Gender Equality among Young Adolescents in School:
Findings from Mumbai, India
This report shares evaluation results from the Gender Equity Movement in Schools (GEMS) programme, which the International Center for Research on Women’s (ICRW) implemented from 2008-2011 in Goa, Kota, and Mumbai, India. GEMS consisted of a week-long campaign and group education activities (GEA), which used participatory methodologies, such as role plays, games, debates, and discussions, to engage students in meaningful and relevant interactions and reflection about key issues of gender and violence. Overall, students in GEA+ schools (where an enhanced intervention was carried out) were more likely to have high gender equality scores, support a higher age at marriage (21+ years) and higher education for girls, and oppose partner violence.

2.      Evaluation of the Alliance’s Africa Regional Programme Phase 2
by Robin Brady
This report evaluates the Africa Regional Programme Phase 2 (ARP 2), which was implemented by the Alliance from 2008 to 2011 in 20 countries. Results: (i) Objective 1: Stigma and discrimination – «Broadly there have been positive changes in the attitudes of service providers and communities in countries where stigma sensitisation activities took place…» (ii) Objective 2: Access to HIV prevention – «There is some limited evidence that ARP prevention grants have succeeded in overcoming barriers to effective prevention for key populations.» (iii) Objective 3: Strengthening networks – «The ARP is strongly engaged at the regional level and has had some success empowering national networks of people living with HIV to have a greater voice in decision-making…»

3.      Making Outcome Mapping Work: Innovations in Participatory Planning, Monitoring and Evaluation
by Simon Hearn, ed., Heidi Schaeffer, ed., and Jan Van Ongevalle, ed.
Outcome Mapping (OM) is a methodology for planning, monitoring, and evaluation of projects and programmes developed by the International Development Research Centre (IDRC). In order to capture, record, and disseminate the knowledge shared through the community, a practice of summarising and synthesising discussions has emerged. This September 2009 book is a product of that practice and is designed to be a reference and a summary of how OM is evolving and being adapted and applied around the world. It summarises OM using 3 stages and a total of 12 steps throughout.

4.      Problems Measuring Community Health Status at a Local Level: Papua New
Guinea’s Health Information System
by Helen E. Ashwell and Lesley Barclay
This December 2010 article highlights problems in evaluating community interventions or local service performance if reliable village-level data is absent. It draws on an evaluation of a nationwide donor project community development initiative implemented over 7 years in Papua New Guinea (PNG). The initiative sought to increase community support for improved health of women and children through attitude and behavioural changes. Activities focused on strengthening and expanding existing village health volunteer programmes and engaging community leaders in health development. The article concludes that there is a need for policy changes at the national level to address the fact that PNG’s health information system does not allow reporting of villages separately or the tracking of changes in health status over time.

5.      Community Radio in East Africa: An Impact and Sustainability Assessment of Three Community Radio within the EACMP
by Birgitte Jallov
This January 2007 report is the result of an impact study commissioned by the Division for Culture and Media with the Swedish International Development Cooperation Agency (Sida). It comprises an overview and summary of the 3 separate impact studies of 3 radio stations supported by Sida via the East African Community Media Project (EACMP). The objective of the studies was to identify the «most significant change» (MSC) in the communities served by each station. The study found that the presence of the radio stations had an overall positive impact on poverty reduction in the 3 communities. As detailed in the report, the stations have empowered the communities by: reinforcing identity and dignity; providing information on rights; furthering governance, transparency, and peaceful development; and generating in general a new dynamic of dialogue and debate.

6.      Impact of a Parent-Child Sexual Communication Campaign: Results from a
Controlled Efficacy Trial of Parents
by Kevin C. Davis, Jonathan Blitstein, W. Douglas Evans, and Kian Kamyab
This July 2010 article describes a study evaluating the Parents Speak Up National Campaign (PSUNC), a multimedia campaign that reaches out to parents of 10- to 14-year-old children in the United States (US) to encourage parent-child communication about waiting to have sex. The campaign is grounded in social cognitive theory, which predicts a chain of cognitive events that lead to behavioural outcomes and choices. Results show that mothers who were exposed to PSUNC in this experiment exhibited a larger change than control mothers in their norms toward the belief that teens should wait until they are older to have sex. Mothers who were exposed to PSUNC messages also exhibited larger increases than control mothers in their beliefs that parent-child communication about sex would have a positive impact on their child’s future success.

UPDATES FROM C-CHANGE

*       C-Change Developed Guidance for Male Circumcision Programmes Adapting Communication Materials

The C-Change publication «Voluntary Medical Male Circumcision (VMMC) Communication Materials Adaptation Guide [PDF]» – http://www.comminit.com/clickthru/d6b81eedc7bfbf67a961feac035468da?node= – offers communication guidance for VMMC programmes scaling up services in new settings. The guide is part of a VMMC Communication Toolkit that was developed through close collaboration with the National Male Circumcision (MC) Task Force, Nyanza Provincial MC Task Force, and implementing partners in Kenya.

The publication details a 10-step process and is particularly relevant for programme managers who lack the resources and time to develop social and behaviour change communication (SBCC) materials to support informed demand for VMMC services. While the guide focuses on adapting SBCC materials on VMMC, the principles in the guide can be applied to other health areas.

*       C-Change Developed Individual Version of the SBCC Capacity Assessment Tool

C-Change recently released the Individual version – http://www.comminit.com/clickthru/bebd3f66f3c81a5d82c284f6835ece0e?node= – of the SBCC Capacity Assessment Tool (CAT) to help individuals assess their SBCC knowledge and skills. Organisations can also use the tool to assess the SBCC competencies of their staff. The tool includes a pre- and post-scoring sheet, which is useful for assessing skills learned during a C-Module training across the 5 steps of implementing an SBCC programme: 1) understanding the context through situation analysis, 2) focusing and designing the communication strategy, creating interventions and materials, 3) implementing and monitoring, and 5) evaluating and replanning.

This is the third version of the SBCC CAT. The other 2 versions were developed to assist organisations –http://www.comminit.com/clickthru/228a0c603dcc401a33f81904c7d90c89?node= – to measure their technical capacity and needs in SBCC, as well as donors – http://www.comminit.com/clickthru/a46c2333affeb16a57c87f04254fff50?node= – and networks to assess their capacity and that of the partners they support and manage.

*       C-Change Adapted and translated the VMMC Toolkit into Luo language

C-Change adapted and translated the set of materials in the Voluntary Medical Male Circumcision (VMMC) Toolkit – http://www.comminit.com/clickthru/89144b43112f18f88abee286224491f8?node= – into the Luo language for use in Kenya’s Nyanza Province.

The VMMC Communication Toolkit, first released in 2010, was developed to create and sustain demand for VMMC and reinforce that, while male circumcision reduces risk for men, it does not prevent HIV and must be combined with other prevention behaviors to be effective. For the full set of VMMC materials, tools, and guiding documents, please visit C-Hub and link to the English version – http://www.comminit.com/clickthru/cde490a4efbaabbe19b4232b1c8fa1f0?node=

9.      Benimadim Einar: Professionals Experience Integration in Turkey
Developed by the organisation Integration For All (IFA), Benimadim Einar uses the power of the moving image in an effort to enhance teachers’, civil servants’, and police officers’ understanding of integration issues in practical and hands-on ways. IFA put in place a framework whereby 23 professionals from 8 countries around Europe travelled to a small town in Turkey in order to take part in the same integration programme as immigrants in their own country. The programme covered language and social skills, as well as an intake interview in Turkish. The resulting film and the participants’ evaluation book have since been shown around the world, and 5 additional documentaries using the integration and intercultural communication concept have been created and distributed.
