This request for proposals will support world-class research in Latin America and the Caribbean (LAC) to advance the state of the art of Information and Communications Technologies (ICT) in data driven discovery, data fusion, visualization, natural user interfaces, machine learning, semantic computing, network systems and other areas of computer science with applications in: Healthcare, Education, Environment & Climate Change, Social Computing & Micro-Economies.
Proposals aimed at seeding breakthrough approaches will receive priority in project selection.
Since LACCIR main focus is to foster international research collaboration within the region, each proposal must involve at least two research teams from two different LAC countries.
The LACCIR 2012 RFP is open to proposals from all research universities or research centers in the LAC region. It is not mandatory to have a LACCIR Spoke University participating in the research teams as was required in previous RFPs.
Each submitted proposal must have a leader university/center and a Principal Investigator (PI). Such leader institution, through the PI, will be responsible for supervising the implementation of the research project, reporting to LACCIR and distributing the funds provided by LACCIR.
Together with the proposal, the leader university/center must submit a letter of support from the legal representative of the institution, including an explicit acknowledgement of the requirements and stipulations of the LACCIR RFP process. A template of this letter of support can be found in www.laccir.org.
Once a proposal is approved for funding, the corresponding legal representative of the leader institution must sign a “LACCIR Research Collaboration Agreement” in conjunction with the legal representative of LACCIR (PUC Chile) and from Microsoft Research. A template of this agreement can be found in www.laccir.org. This agreement is mandatory and cannot be modified.
Projects should be formulated for an execution period between 12 months (minimum) to 24 months (maximum) . It should consider a budget (provided by LACCIR) of no more than$50,000 US Dollars per year. The LACCIR Evaluation Committee may request changes to the time period and/or budget of the proposal before approval.
Proposals will be reviewed by a LACCIR Evaluation Committee. Based on these evaluations, LACCIR’s Joint Steering Committee (JSC) will select the proposals to be funded. LACCIR cannot provide feedback to those proposals that are not selected for funding.
